The Dubai Paperless Strategy was implemented in five consecutive phases, each of which enlisted a different group of Dubai government entities. By the end of the fifth phase, the strategy was fully implemented across all 45 government entities in the emirate. These entities provide more than 1,800 digital services and over 10,500 key transactions.
As a fully paperless government, 100% of internal processes and customer-facing services are digitized from 2021. That means the government no longer issues or asks for paper documents across all of its operations.
As part of this transition process, Transform ME focused on implementing the necessary technology to enable paper-free transactions, and addressed cultural and customary barriers in the move away from paper.
The Strategy was designed with three primary objectives in mind: 1. to meet and satisfy customers’ need and provide seamless, integrated, and proactive services; 2. ensure global competitiveness and position Dubai as the world’s leading digital city; 3. boost government efficiency to save operational costs and ensure better utilization of government resources through streamlining and digitizing processes and services provided to individuals and the business sector.
